Directional Drilling Cost Factors in Georgia: What Drives a Bid

HDD scope changes with the route and its constraints. A comparable bid starts with defined inputs, not a detached price shorthand.

Why a generic per-foot number is not a reliable project estimate

Directional drilling is not a single repeatable route condition. Similar route lengths can have materially different geometry, product requirements, ground conditions, congestion, access, permit constraints, restoration, and closeout obligations. A generic per-foot figure leaves the project team unable to see which assumptions are included, excluded, or still unknown.

Use consistent project facts for every bidder, then identify assumptions and unresolved conditions in writing. That creates a more useful comparison than a rate without route context.

Route length, depth, diameter, material, and product bundle

Define the planned alignment, approximate lengths, design or required depths, entry and exit locations, and any crossing geometry. Specify conduit or product diameter, material, count, pull requirements, transitions, casing, and appurtenances where those are governed by the drawings or specifications. The product bundle can affect handling, pullback, staging, and closeout questions even when the route looks simple on a plan.

Subsurface conditions, utility congestion, potholing, and changed conditions

Available geotechnical information, soils, rock, groundwater, obstructions, utility density, documented records, and field verification all influence constructability. Identify what information is provided and which investigations remain to be performed or coordinated. Potholing and other verification questions should be assigned in the contract rather than inferred from a drawing set.

Changed conditions deserve a stated response path: who pauses work, who documents the finding, who evaluates a reroute or revised method, and how the schedule and scope are handled. A bid comparison is clearer when bidders respond to the same unknowns.

Access, entry/exit areas, staging, work windows, and mobilization

Launch and receiving areas need enough room for the proposed operation, materials, spoils or drilling-fluid handling as applicable, equipment movement, and safe site access. Document gates, haul paths, occupied areas, nearby businesses or residents, allowed work hours, railroad or roadway interfaces, and sequencing with other trades.

A route that is physically short can still require multiple access decisions or separate work windows. Treat staging, temporary use of property, and mobilization conditions as defined scope inputs rather than unstated expectations.

Permit, road-owner, traffic-impact, drilling-fluid, and environmental constraints

Public right-of-way, road-owner, traffic, erosion and sedimentation, water, environmental, and drilling-fluid requirements can affect the permissible method, timing, documentation, and responsibility boundaries. Identify the governing agency or owner, the current permit status, any traffic-impact requirements, and the party assigned to coordinate each item.

FHWA notes that permits, easements, traffic, water resources, drilling-fluid cleanup, and other controls belong in early trenchless project planning. Project-specific agency requirements and contract documents control the work.

Surface restoration and closeout responsibilities

Separate the construction path from the final closeout package. Record surface types, restoration limits, compaction or testing requirements where specified, inspections, as-built expectations, cleanup, acceptance documentation, and handoff responsibilities. A restoration assumption that is not written into the request can make scope comparisons misleading.

Coordinate the bore scope with the party responsible for final surface restoration and the party authorized to accept closeout records.

Estimate-ready input checklist

  • Issued drawing set, specifications, addenda, route sketch, and the identified governing standard.
  • Route length, required depth, entry/exit areas, product dimensions, materials, quantities, and transitions.
  • Known utilities, locate status, private-facility questions, potholing information, and subsurface records.
  • Access, staging, work windows, traffic or road-owner conditions, environmental constraints, and permit status.
  • Assigned responsibilities for drilling-fluid handling, changed conditions, restoration, testing, as-builts, and acceptance.
  • Alternates, exclusions, and assumptions that each bidder should address against the same issued facts.
