Georgia Utility Permits vs. 811: What Project Teams Need Before Excavation

A permit, a locate request, and private-facility information answer different project questions. Put the right owner, documents, and sequence behind each one before work is released.

Why permits and 811 are separate workflows

A permit or right-of-way authorization concerns permission to occupy or work in the applicable public area. An 811 ticket alerts participating utility owners to a planned excavation so they can respond and mark or clear their facilities. Neither workflow automatically completes the other, and neither alone defines every project responsibility.

Georgia DOT describes its utility permitting systems as applications for utility-facility encroachment permits, while Georgia 811 describes the ticket process as notice to the appropriate utility companies. Review the governing agency’s instructions for the exact route rather than assuming a single statewide submission covers every location.

Private property versus city, county, or state right-of-way

Start by identifying the proposed route and the public or private property interests it crosses. A route on private property can still involve easements, owner requirements, utility records, and locate coordination. Work in a city, county, or state right-of-way can introduce a separate jurisdictional review, permit conditions, plans, access rules, restoration requirements, or traffic-related constraints.

For example, Atlanta states that public right-of-way work requires a permit. Georgia DOT publishes utility-facility encroachment permitting information for its system. Snellville’s utility encroachment materials likewise call for route and plan information and distinguish permit conditions from other approvals. Georgia 811 ticket lifecycle and excavator responsibilities

Georgia 811 says to submit a dig ticket at least three business days before digging, provide the planned work and location details, wait for member-utility responses, and check ticket status before excavation begins. The response window can depend on the requested start date. If a response is missing or unclear, the project team should resolve it through the current Georgia 811 process before proceeding.

Georgia 811’s 2026 Excavator Guide states that the life of a normal locate request is 30 calendar days after the effective date; the ticket also gives its expiration plus Updateable On and Update By dates. For work continuing beyond that normal-ticket period, the governing law calls for an additional locate request with appropriate notice, subject to any applicable exception or large-project process. Georgia 811’s current update guidance says a normal ticket can be updated only during the ticket’s Updateable On-through-Update By window, through 4:30 p.m. on the Update By date. Confirm the ticket-specific dates and current Georgia 811 instructions before relying on an update or re-stake.

Ticket status is a live project control, not a one-time filing record. Keep the ticket reference, planned start information, response status, route sketch, and any field observations together. Around marked facilities and within the applicable tolerance zone, use the current Georgia 811 excavator guidance and the project’s safe-work requirements; markings are approximate indicators, not a substitute for careful verification and excavation practices.

Public utility markings and private-facility information

Georgia 811 coordinates notice to participating utility owners. Their marked or clear responses are important inputs, but they should not be treated as a complete inventory of every private, customer-owned, abandoned, unknown, or otherwise non-member facility. Compare ticket responses with available owner records, plans, surveys, site observations, and any separately assigned private-facility investigation.

Do not convert “marked” into “all facilities are known.” The project contract should identify what private-facility information is expected, who coordinates it, and how conflicts are escalated.

Pre-bid and pre-excavation checklist

  • Map the proposed route, property boundaries, easements, and the likely city, county, state, or private jurisdiction.
  • Identify the authority for permits or encroachment review and the party that will submit or coordinate each required item.
  • Prepare ticket location details, planned work description, start window, and on-site access information.
  • Record ticket responses and identify information still needed for private facilities or unverified conflicts.
  • Define tolerance-zone, potholing, protection, escalation, traffic, restoration, inspection, and closeout expectations in the project documents.
  • Confirm the responsible party before mobilization if plans, route access, utility information, or agency conditions change.
